Police Department

Tainan City Police Department - Protection of Personal Safety

1.Foreword:

Personal safety of women and children is currently the top priority for the Tainan City Government. In view of the occasional occurrences of sexual assault, sexual harassment, stalking/harassing and domestic violence cases against women, the increasing number of child abuse cases, as well as multiple incidences of “suicide after filicide” tragedies, ensuring the safety of women and children is indeed an urgent matter.

The Women and Children Protection Brigade of Tainan City Police Department accurately implements the following tasks: domestic violence prevention, sexual assault prevention, sexual harassment prevention, stalking and harassment prevention, sexually explicit images crime prevention, children and youths exploitation prevention, children/youths protection, as well as women/children safety advocacy. Collaborating with women/children groups as well as relevant departments such as social and family affairs, justice, health, education, and medical department, the Women and Children Protection Brigade builds a comprehensive and close-knit prevention network which offers an all-encompassing safety protection and welfare services to women and children, thereby not just allowing the women and children of this city to be more secure, but enables the city to create a more dignified living space.

2.Service Items Strengthening the Safety of Women and Children:

• Implementation of collection, statistics, and tracking of cases involving women/children, and maintain an effective and good grasp on its follow-up execution status.
• Advocacy of “Integrated Team Services for Sexual Assault Cases,” offering professional and one-stop service.
• Strengthen the community monitoring, registration/reporting and investigation of where the sex offenders reside so as to prevent recidivism.

• Implementation of the investigation work and screening/notification mechanism of high-risk families as addressed in Article 54-1 of “The Protection of Children and Youths Welfare and Rights Act,” establishing and perfecting a children protection network.

• Implementation of the tracking, management, and supervision procedures within the review mechanism for sexual harassment incidents (cases) and as addressed in the Stalking and Harassment Prevention Act, thereby effectively control the service quality of the incidents (cases).

• Strengthen the advocacy of sexual images crime prevention concept, prevent the malicious distribution of private sexual images. 

• Actively conduct the selection, assignment, assessment, and training of domestic violence prevention officers (hereinafter referred to DV prevention officer), thereby ensuring task of keeping women and children safe is performed to absolute perfection.  

• Be creative in the coordination and planning of women/children’s safety advocacy events or activities to improve advocacy effectiveness.

• Strengthen professional competency of police officers (including cognition of sexual diversity and multiculturalism) as well as enhance their skillsets in handling cases involving women and children.
• Handling and conducting “Investigative Interviewing Professional Training for Cases Involving the Sexual Assault of Children and Youths” sessions.  
• Strengthening the investigation of cases involving the sexual exploitation of children and youths, and implement a review mechanism for such cases so as to improve the quality of investigation in these cases.

3.Multicultural Advocacy and Interaction：

• Provision of Personal Safety Manuals in multiple languages, which includes: Chinese, Indonesian, Vietnamese, Thai, and Khmer. The manual provides personal safety plans for new immigrants under domestic violence or sexual assault victims as well as relevant help/support channels. 

• Production of Personal Safety Advocacy materials in multiple languages, this includes: Chinese, English, Thai, Vietnamese, Japanese, Korean, and Indonesian), offering personal safety plans for new immigrants who are victims of domestic violence and relevant help/support channels, which shall be distributed during the advocacy period to facilitate the promotion of women/children safety advocacy.

• To maintain the safety of women and children, Tainan City Government Police Department procured angel-shaped buzzers (alarms) and bicycle lights, which is distributed during advocacy events of various kinds to allow for wide usage by the general public.  

• Aside from the continuous promotion and implementation of relevant women/children safety advocacy and events, Tainan City Police Department encourages the participation by the general public, multicultural ethnic groups, and new immigrants. Additionally, in partnership with the National Immigration Agency South District Affairs Brigade of the Ministry of the Interior, Tainan City’s first and second service station are focused on “Family Education and Legal Advocacy for New Immigrants,” accurately implementing anti-domestic violence concepts, elevating the general public’s sense of safety and security in the hopes of achieving the vision of “Safe Tainan.”

4.New Immigrant Handicraft Exhibition/Sale Counseling – Sunny Day Workshop Project

Sunny Day Workshop (simply referred to as Sunny Day) is a platform for persons with disabilities, new immigrants, and specific target laborers in the Tainan metropolitan area to showcase their craftsmanship in creating handicrafts. It is hoped that through the limitless and boundless features of the internet, the three groups of individuals mentioned above is able to display their talent without being bounded by time and space. Furthermore, if the opportunity to exhibit/sell their artworks arises, the Bureau shall make timely announcements, thereby assisting our project partners to enhance the exposure of their artwork, as well as increase sales channels.

Application Requirement: Applicant must possess necessary skillsets in handicraft creation, with actual artwork produced, and must satisfy one of the conditions listed below: 

(1)New immigrants with a registered address in Tainan, and had participated and completed any handicraft vocational training courses entrusted to or hosted by any city (county) government or Workforce Development Agency of the Ministry of Labor (including all branches), with a Certificate of Course Completion as proof.  

(2)New immigrants with a registered address in Tainan, and one who identifies with any group of individuals listed under Article 24 of the Employment Service Act.

(3)Was once a showgirl for the Labor Affairs Bureau’s Showgirl project, and is able to provide relevant artwork(s) and proof of continuous artwork creation, or had participated and completed any vocational training courses entrusted to or hosted by any city (county) government or Workforce Development Agency of the Ministry of Labor (including all branches), with a Certificate of Course Completion as proof. 

Artwork must be a personal creation

Application Method: Application must be submitted during the time period announced by the Bureau in April and October of every year; application is only effective for a period of 2 years.

Required Data: Application, with format stipulated separately by the Bureau;

1 x color photo of the artwork;

1x actual artwork in physical format

Note, the name, category, specification, sale price, and other relevant information of the artwork should be written in Chinese regular script.   

Selection Process: After the applications are received in April and October of every year, scholars and experts are gathered to conduct reviews. Those who pass the review shall be notified and scheduled for an exhibition based on the review results by the Bureau.

Public Health Bureau

1.Provide medical health care services to the new immigrants so as to maintain the quality of health

• Provide counseling on reproductive and preventive health care management, including family planning, pregnancy care, genetic health, reproductive health, breastfeeding, preventive vaccination, female cancer screening, chronic disease prevention, infectious disease prevention and mental health promotion etc.
• Counsel foreign and Mainland spouses on subscribing to national health insurance.
• Assist pregnant new immigrants who have not joined national insurance before household registrations in prenatal examination subsidy.

2.Healthcare for new immigrant’s children

• Counsel new immigrant families on home safety and environment check for children.
• Provide subsidies regarding prenatal genetic diagnosis, genetic diseases, biochemical genetics, fertility regulation for a specific group of people and induced abortion in accordance with “ Regulations Governing the Expenses Reduction, Exemption or Subsidy of Genetic Health Measures”.
• Provide developmental screening for new immigrants’ children. If developmental delay is identified or suspected, assist in reporting and referring to other organizations and continually tracking the status.
• Track and manage on newborn babies who are suspected and identified as having positive results in the screening tests.
